How To Build A Budget Vacuum Former Using A Toaster Oven

Volpin Props has a fantastic how-to on building a vacuum former which uses the heating elements from a toaster oven to heat the plastic. 

It also has to be one of the more complicated vacuum form tables I have seen, however, it is the best one out there, in my opinion.
